Nope, it means nobody is funding the R&D and they aren't going to do it themselves.

Bruce, I'm not so sure, because they have invested alot of money in their Drag Racing (sportsman) division and could be looking for a PS team to provide motors for. The claimed HP looks about right, but the price looks to be high.
